Maybe they react to bullets and damage, maybe they do never really tried, if they don't tell me it may be a good idea to add that

You want the refugess not to panic? Read the description:

Yeah actually I think it's possible, but right now I can't really do much updates but I can assure that in the next week or the week after I'll update this addon to feature this and Potato's gaming idea (maybe)

You should add it so that randomly, some NPCs don't panic and instead try and be brave and get a run to the nearest weapon. (Of course, this should be quite rare as it barely actually happens)

Make another mod where if an citizen see's another citizen but dead, they will throw up and run away, or just run away.

I could do this to make then run away but I can only use the default sequences for the npcs, and I think this one is the best for this case
Look, i dont know anything about modding but i suggest you add more voicelines. Make them run the nodegraph AWAY from the hostile instead of random directions.

it uses the default hl2 npcs sequences, if i recall it's not a navmesh but a nodegraph
