2) could the civilians you try to talk to in Point Insertion be able to speak different languages?
3) would the human combine forces speak different languages?
On the contrary, Black Mesa was a self-sufficient community. Hydroponics, hydroelectric, etc.
If you think back to Blue Shift and its locales, there's plenty of indication of there being a large but unseen populace. Same with the Dreamcast game, Decay.
That said, I don't recall learning of anything that would lend credit to establishing the population of C-17 as former BM personnel. I guess this is one of those headcanon moments, hm?
