I'd say the best way to recreate this mod is to probably use xDShot's hsv2rgb script or the one found in the mod files to create the glow.
I do not know your needs for requiring this mod are, but the best alternative solution would probably to combine Video Editing, the GMod model replacer mod and of course the OG mod by VanderAGSN in the description. Or one of the other less popular reuploads on the workshop.
I do hope you hopefully achieve whatever you seek.
You could possible see if the ModDB version in the description works, though in my tests the custom files in the sound folder had to be copied and renamed according to the original GMod version.
(take the carramellooped.wav from the alarms folder and put it in a new folder called vanderagsn, in the end it should look something like \citadal\sound\vanderagsn\caramellooped.wav)
Material models/error/new light1 has bad reference count -9 when being bound

If you have tried re downloading the mod and restarting the game then I'd try look at the mods load order or the games model quality and HDR settings, (these maps are most likely LDR only).
Are there any discernible errors in the console?
