Love the hat in both styles (doesn't need to be paintable, but it gets a pass).

I agree with a lot of the stuff Bonkler said about adjusting the team color and the brown/slate on the coat a little bit to match Sniper's normal colors. Even with that, these are both really solid, and I'd probably wear them as is. Great work.

that's outdated compared to what VALVe thinks the artstyle is nowadays.

Think about it.

Okay I can kind of see what you were going for with an under the coat aspect. However, the problem with your color choice is the paint you just stated and the color on shoulders are more of a secondary color rather than a primary color. I also checked the paint color and one of the other secondary colors from the steam workshop guidelines color palette. The two colors lean more with that orange hue while the main red primary color is more towards a red hue in the color wheel. I would recommend swapping your two colors on the coat and see if that works out or not.

One more thing I recommend is changing the light vest colors to the dark vest colors Sniper has, but keep the outlines that same light color. Another change I would do is to thin those tassels and zippers since the steam TF2 workshop guidelines states that the game has realistic proportions.

I hope I provided enough feedback that gave proper criticism. Thank you.

Because the sleeve cuffs and collar are a sweater being worn under the coat.

The orangeish red as you put it, is “Value of teamwork”

The hat that is part of the set is okay for the most part, but that jacket is a no-no for me. Why keep the default team color on the sleeves and collar? Why make the top half a dark shade of Orangeish-red?
