The family posted permission to Uuugggg's steam profile, you just need to include a suitable licence such as MIT with his name.

Why do you worry that Uuugggg's estate would ask you to take his Mods down? When I saw the announcement of his death, his estate (IIRC his mother posted it) wanted his work to be spread and even left links to some of his other projects.

It could benefit people who aren't familiar with the mod if you included a description of what Uuugggg 's original mod did.
