i just downloaded it right now and working
did you check mark the movie format from the in game settings?!

2)in game make sure following options are enabled
a)options/mods (tick option , Run "movie" and "release"pack mods.
b)options/graphics/Advanced/ Particle Effects (must be set to at least Very high)
You do not (should not) enable this mod in the game launcher
Movie pack mods only work when manually installed and enabled as described, and the advanced graphics setting is required to enable dust particle effects.
If you do combine mods in one pack, piece of advise, put all the mods in one folder so you keep track of which mods you're combining.

It's easier just to download and follow the install,
why?? Because the steam version doesn't work (as moviepack format mod files can't be put on steam workshop)
the download version does work and its easy to install if u follow instructions
(doesn't show in mod launcher as stated in instructions when installed this way)
(You don't need to subscribe to this mod om here (unless you know how to use PFM tool to change the workshop mod file format to "movie", and then rename it)
Just d/l it and install as per link above
AND
you also need to enable movie pack format from within the game "mods" menu under options

I FIGURED IT OUT.
There is a new option in the menu under settings called "Mods". Click on it, and tick the first box to enable movie packs, then restart your game. I have no idea when this option came out, but it seems by default it is unticked, so movie packs do not run automatically as before."

In conclusion:
1) The mod works.
2) It's a two-part process. Subscribe on Steam + d/l additional file in mod description on Steam. Drop said file in your Rome two 'data' folder. The 'data folder is in the following path: Program Files (x86)\Steam\steamapps\common\Total War Rome II
3) Profit!
Trust me, this is it! It works. Putting files in the Rome 2 data folder is not complicated at all. If this is still too confusing, I'm sure you can find a youtube video.
