then just sub to both parts and activate in launcher, no need to check files, as described (which instructions are actually poor and in accurate btw)

Rome 2 workshop mods are located here
...\Steam\steamapps\workshop\content\214950 (214950 is steam ID for R2)
This folder contains all workshop mods u have subbed to for R2, each folder has is a number (steam id for the mod) u can get this from steam url of the mod
ie for this mod part 2 its

are you sure that you deleted it from your hardrive manually, the steam launcher is really crap at deleting things sometimes.
Just go into your Rome II data folder and If you have "enhanced particles" make sure you delete it. I think the file is called vfxtra or something like that.
Also please please please use mitch's mod manager so you can change the load order if you use other mods, that solves alot of the problems !
