Kinda necro here, but both mods/sets of mods are awesome. Honestly, you are best off to try them both and decide from there.
The ones from the developer/user "Gaia" and the ones made by "Ryika", I would like to know if there's a consensus in the community to which ones are "the best" regarding balance, playability and such...

Yeah, that's intentional to prevent the "Spam tons of cities and just use their trade routes"-gameplay. To make up for the lost extra Trade Routes they get their extra trade routes 20% earlier and get bonuses from external Trade Routes. Not sure if it's obvious but the "intended" gameplay is to use the capital as a central hub for internal Trade routes (ideally with food focus in that city) to spread growth to most of your cities and then use (some of) the other cities for external trade routes. In my testing I found that to work very well mechanically (lots of Energy and Science and enough growth to quickly unlock the extra trade route in pretty much every city) as well as thematically as a Trade Empire with a booming capital.
Wide Empires already gain a lot of extra Resources on Average, purely because of how much land they take up, having the UA scale with width as well felt like forcing too much of a specific playstyle for me. I feel like having it be static numbers allows both playstyles to work.
I agree though, looking at the Sha'Yuri clan it's probably quite a bit overpowered compared to these sponsors. I may make some Changes in the future.
Also most of these civs seem pretty laughably week compared to your other civ for rising tide, the +1 -> +2 on all basic resources is so nice that as her I can hilariously outpruduce and outgrow any other civ.
After playing quite a lot with this mod myself I have also decided to lower ARCs spying speed bonus a bit. They should still be a strong option (Hint: The value of stealing techs really goes up if you steal enough of them that you can guarantee to get high-level techs at some point!).
Pan-Asias bonus has also been changed. For now it's rather boring again!
Thanks for reporting, that's just a text-error, the trait itself should work properly. I'll replace the text with the correct one once I've figured out what to do with Pan-Asias free wonder.
btw i have a feeling that if you were working in firaxis, we wouldn't have need mods, we would get the PERFECT civ game that they should've give us.
