The asset will be added in to your Cities: Skylines game and will randomly appear in residential zoned areas, this is a level 4 building.

It should, I have seen it work in my game. What kind of icon is showing?
Select the camera tool and your mouse cursor should change to a small picture of a camera. You can click and take as many pictures as you like of your asset. Note: When taking a picture there is no visual representation so it may seem as if a image has not yet been taken.
Once you have done this, save your asset and you can select which image to use from the images you took.
