I feel like a few things were lost in translation, so I tried to make it seem sensical. tl;dr after they nicknamed a new airport, the town was swallowed by the eroding sands of Totorri. The place was abandoned, and labeled a hazard before a lone mayor (you; the player) is able to rebuild it.

"We will find and examine evidence that will lead to an answer for the tragedy." says the Mayor.
