@backtim8r This mod does modify the terrain a lot, so I wouldn't be surprised. It's designed more for having it active while you load the city for the first time, and then turn it off.

I've used this mod from the beginning but after random holes kept destroying the cities I've disabled all mods to see what the cause might be and it does seem that this mod was the problem. Can anyone confirm?

Not sure if you just added the description, but what is currently written does not describe at all what the mod does. Can you please elaborate? Looking at the image and your current explanation, I would think it has some kind of effect terrain. From the image, it looks like it flattenes out the terrain at various heights. Could be interesting.
