Just started getting into this game and I can't believe there aren't more complaints about those hideous, repetitive billboards!
That kind of removal wouldn't work with randomization or with policies. They're not actually gone from the buildings.
@Neona: Are policy mods even possible yet? Regardless, great ideas there -- I hope to see more policies implemented myself.
I'm sure it'd be a lot harder, but a more ideal eventual implementation might be a "billboard ban" policy, so you can keep them in denser parts of town where it makes sense, but not the rest.
Of course, it's likely that the way you're doing it right now would not be compatible with that. (Not to mention that I don't think I've seen a single policy mod yet)
