... Then the game understands that the folder indicated is this:

And the mod specific folder will probably be found on this path:
...Program Files (x86)\Steam\steamapps\workshop\content\236850
You can keep it there, or move it to the previous mentioned folder, or place it anywhere you want, but the descriptor must always indicate the right path to where it is located.
The descriptor may sometimes appear automatically on the mods' general folder, but always can be found in the mod's specific folder and copied to that general folder.
This is the path for the mods' general folder:
...Documents\Paradox Interactive\Europa Universalis IV\mod
Inside it, all Steam mod descriptors can be found with a given constant number for each one of them.
But I am proposing to publish it for you because I suppose you have not had so much free time recently to spend it on modding and these stuff.
And it would be amazing for all these new players, being able to listen to this excellent selection of the most fine music available through your mod, regardless of playing on Steam or not.
Anyway, publishing directly on Paradox is quite easy, actually much easier than on Steam. I spent some minutes to publish my first mod on Paradox and then some hours to publish it on Steam. I can help you if you will.
