Garry's Mod currently doesn't have a way to color multiple materials that are being used by a single MDL file, there's the Sub-Material tool, but that only changes materials, not colors, so emblems can only be one color
Unless people are fine with having to spawn an emblem, color it, bonemerge it, spawn the same emblem, toggle the background, color it, and then bonemerge it
However, by doing that, there's some issues with flickering because of the two emblem models colliding with each other, so you might see the foreground portion of the background emblem appear over the foreground only emblem
