This is a prop, so you need to either use it to decorate an asset in the Asset Editor, or, use Prop Anarchy mod to place the prop in-game.

Oh - and it doesn't have dirt underneath it - in the image, the dirt is just for display purposes. So if you want to run a plastic fence through your tall grass, or across your beach - go ahead!
