@BillyShabindigo, I experienced the same. Here's what I did:
Bulldozed the building part, a crowd of sims appeared (as if waiting for a bus) and started spreading away, replopped the building, good for now.
I actually had a bus stop on the road segment next to the building and moved that to the next road segment away from the building. Could have been coincidence but I will revisit the place infrequently to check if the problem has reocurred.

I'm all of a sudden getting a message that says "Needs to be Connected to Lines." It has road access. What does this mean

@SoapBox The mod Workshop RICO Settings now includes rico settings for this mod, which provides jobs. You still need Rico Ploppable mod for that too.

Love the pack, only real issue is nothing interacts with it. I don't mod so im not sure if this is possible, Just looks empty and unused and given its size that stands out lol. Is there any chance you are working on some other plopable boats?? Fishing or other wise. Diversify the water front a bit.
