I appreciate you making all these parking lots, but I find I can't use them in my cities because the placement of the wheelchair parking makes no sense.

Wheelchair spaces will always be concentrated together (to be close enough to the point of access)... having the spaces throughout the parking lots completely removes the reason of having them in the first place :P
