AS opposed to using the unlock all mod (too cheap) I use this one

Is there a way to have this unlocked at the beginning? I would love to use it but waiting until 2600 pop seems like a waste.

I would love to see how it works, but I constantly get "slope to steep" unless it is on perfectly flat land. And we all know how much of that there is.
