It's level 4. "No HiRise" actually means "No Max Level buildings", regardless of size. So no Level 3 Commercial - low OR high, no L3 Office, no L5 res (including Low Density res), and even (I think) no L3 Industry.

This seems about twice as big as the textures would suggest.
