Report a translation problem
When assigned a squad, combines and metropolice of Half-Life 2 and Garry's Mod have a behavior where only two members of a squad can shoot at once. This doesn't seem to take into account line of fire, so if a squad is separated it can be the case that the squad members you are currently facing don't have the shooting 'permission', but those that do -- can't see you.
Otherwise, some other addon might introduce an issue, if you have addons that modify NPC behavior.
With regards to citizens attacking you -- the system is a bit clunky, but generally you have a bit of time to kill an alerted individual or two before the whole city is alerted. I wish it was more refined, and people would become alerted naturally, but it's the best I could come up with, with my experience and the way the game is structured.
you can get past the first metro cop by hopping over him
then you walk up into what i guess is a police station, and the entire map will blast you until your dead.

The persistence of the police is something that's really nailed down by this map.
Best way to live longer is to be in a place where there is only a single entrance. Put a turret there and you are gold for some time.
Shadowysn, glad to see you around. I recall you pop-in from time to answer comments before me. Good to see somebody stick around, contributing to the conversation and trying help others as well.
NPCs can become hostile if you perform certain actions or visit certain areas, for example if you break into somebody's house. There is also a known bug where you would get blamed for somebody tripping over a door.
Addon-wise, what I usually suggest is a process of elimination. Disable all addons, see if the problem persists. If it does not -- some addon is probably at fault, and you can either enable them one by one, or in groups, to narrow down which one it is.
So far, I don't think anybody has mentioned any addons that cause crashes or low framerate. Even though the problem gets mentioned with some frequency. I don't know if they gave up, or solved the problem in some manner and neglected to comment.
