So you can make them in all cities without need for water
So you can decide if you rather want to play a aquatic map where you would most likely want the vanilla carrier since it has more movements
or use this mod where you can build hover carriers in all cities once you have the necessary research and you can park them anywhere you want aside from i think mountains and those glacier tiles on the northern and southern map edges
So it might be feasible in this game, using floatstone, but it sure as hell would never work on earth in CiV =p

Wolf3500 - I've made no changes to this quest so it should still add the movement bonus.
@T-1337: agreed, Civ5 was barren when it launched..it took a few expansions to bring me back. lets hope BE follows in its footsteps...i think it will
