It would be good to have a mod like this, but where these changes differ based on faction, to fit the cultures.
Realistic/Historically Accurate Tweaks: WRE, ERE, Sassanids=larger civilian numbers, lower stats. Barbarian Factions=smaller civilian numbers, higher stats.

As your men enter the city however, they will run into buildings which is the games doing not mine

the game has them spawn in different locations, almost like mob spawners in minecraft, and yes they should spawn in the cities usually near markets or larger buildings.
