Is the problem occuring for Syracuse only?
If the generals are working, there should be the same for anyother unit in the pack.
Have you waited for some rounds to progress with your military buildings? Syracuse is having only 7 units with most of them being late game/high tier ones , mind you.
A tiny update will come in due time .
Mostly correcting some description bugs and revising a texture.

It depicts what seems to be painted Phrygian helmets.N Sekunda also support the notion of coloured helmets in his books.

According to research coloring a helmet was a non so extraordinary action to do.
Findings like Frescos and references such as one in Xenophon's Hellenica (7.5.20) describe units having colored helmets (in case of the Xenophon it was Sacred Band of Thebes being using a white colored helmet)
So since you are so pretty sure about it lets forget Xenophon shall we?
