Seconded. The forelock reminds me of Medic a lot. The item (minus cigar) would make for a fitting hairstyle for a younger Medic as a young adult man during the 1940s: short in the back and sides (as was the fashion then) with full hair on top, less of the receeding hairline Medic has now.
