Those surly were great in the game, but most modders' spare time will be very limited - so that may be the reason... ;) I focused on some of my favorite types, which are vastly underepresented in most games/sims including railways in one kind or another (especially the Hamburg classes). Also, when we have to make a choice, I think, rapid transit classes are of most use for a city builder game, since we mostly see intra-city traffic.
