Im studying water treatment in Denmark, so its really cool to see :)
If that's all good, then it should be in the Water and Sewage tab. Do you have the arrows to scroll through multiple buildings? It's after all the default ones.
It is found under the Water and Sewage tab right?
I feel like i saw something about turning off the internet and loading offline, but now i cant find it. Does that sound like something i could try?

@ez1: I get what you mean. I chose a large size as I couldn't really find any small basins. They seem to be about this size or much larger. I'll keep a smaller one ind mind, but for the time being I'm moving on from sewage treatment (need a "change of scenary" :P). Good feedback though! :)
One small crit/suggestion, though: At 8x7 tiles, this is a really big basin for a large city. Could you release a smaller version for smaller towns? I usually build up a water-treatment area as the city grows, adding clarifiers as needed, and this would be great as a modular system as well, with a smaller, oblong base size, something like 2x4 or 3x5.
