The server has to subscribe to it. Players don't unless they're hosting a multiplayer server from their own computer.

I just have to subscribe to it, or do I have to on the server too, as admin would help me a lot to see what is going on with the person so I can kick them

That's a complex question. Most simply put, no it is not clientside. Any script you run must be installed on the server.

It can detect what you're using but it can't detect the minimized state unless it's Windows. This is a gmod limitation.

Awesome to use if you are an admin of a TTT server to tell if a player is AFK or just tabbed out.
