For Legacy (standard XCOM2):

For WOTC:
Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Config\DefaultGameData.ini
THEN:
Find "veteranSoldierRank" which has a =3 behind it. Just change this to =0 and save.. That's it, you are done..
Now when you play / start new game, you have all fashion stuff unlocked from the start.
Will likely need the AML to work with WotC now.
Thankfully with WotC it's only really needed for nicknames and the helms normally only unlocked with the higher tier armors.

You seem to misunderstand what this mod actually does. In the vanilla game you have to rank up your soldiers before the customisation menu gets unlocked. This mod just unlocks the customisation menu at rookie rank, this mod itself doesn't add any customisation options.
To be able to freely apply any customisation looks you need a mod called "Unlimited Customisation"
Also the three Alien Ruler armours are full body suits applied to the chest, they don't have separate arms and legs. So to apply them as customisation options you will need a mod that can make arms and legs invisible.

So, because my computing skills at the time of typing are about on par with whoever made the new Xcom2 launcher to fix it on my end (I am working on it, but right this moment this option is easier) is there any chance of getting a WotC only version of this mod that would work with the new launcher?
