In Borderlands 2, it is not as a texture and as an overlay is superimposed over the model. This can not be done for gmod. It is necessary to draw a texture from scratch.

I guessed so but I really loved your Borderlands models and I saw similar "glowy" kind of models so I thought you might be able to do that.

It's VERY difficult to do under the Source Engine.
Borderlands 2 in its technology.
