You need other 2x4 corner buildings for it to level up.

this seems to not want to level up in my city, even when it's on the same land value as the high-density buildings around it. Like, it has NO level progression, even though it's surrounded by lvl 2+ buildings.

Might be something with the colormap of the LoD, I'll have a look tonight.

Ok, just noticed...When you zoom out far, the building's color turns bright red or green. Maybe it's because I'm using Enhanced Zoom mod, but I doubt it since all the other buildings are fine.
