Oh dear, actually I am unsure. It's difficult for me to understand if the Mod IS actually working, I mean, I cannot understand that, simply looking at traffic lights during a job. I simply keep it active in Mod Manager, but that's all.
I was merely asking because you wrote:
"I haven't had much time to play ATS lately and can't justify spending the money just to test out the mod." , so I was simply curious.

This is only one of several instances of this issue; I've encountered this in several Wyoming cities, namely Evanston and Cheyanne, and there are likely several others.
It turned out that they only increased the yellow light interval of light models that had a left turn signal on them, or those that use the tr_sem_prof.base_left profile. Light models that do not have a left turn signal use the tr_sem_prof.common_base profile, which still has the yellow light interval set at 2 seconds.
The Colorado DLC, from what I can see, mostly uses lights that have some sort of turn lane, so most of the lights that you will run into there will default to 4 second yellow lights without using this mod. There are lights that use the 2 second interval though, both in Colorado and in the rest of the game. Here is an example of a Colorado light that uses the 2 second profile. [streamable.com]
