Doesn't work w/ transit. Correctly aligned with busway/stop and surrounded by high density development, but no cims using it or taking stairs

I did it by replacing the pedestrian connection with a regular one and making it go one square further at the bottom. It would be nice to release it, dunno if you prefer me to send you a file or if you give me permission to release all your converted stairs myself. I might make them ploppable anywhere too (though that's more fiddly to place).

I still have to verify that the stairs still work with elevated stops.
