By default the game will pick a random location in a region, and then try to find a city close enough to the point. Back before I realized the offset issue, I had the mod set up so it would pick a city location right off the bat to diagnosis why locations would be seemingly off by a consistent.
I guess this bit of the latest update is countering the issue Inspector Tweedums mentions:

[...] disabled usage of city locations for mission generation by default to minimize freezing.
But doesn't that kind of defeat the purpose of this mod? Having missions generate in a more varied range of cities to the default?
Or am I being a bit thick here?

INT or INI.. the file conventions can strike an atomic bomb into an otherwise solid set. It's the content that drives me completely nuts at times. :)
Cuz.. i'll also need a copy from Nexus (when ready) for qUIck_FLG stuff -- i think.
The update should be live, yes.
It should impact the next generated missions, but if you're using LW2, it generates missions ahead of time so it might take an in-game week or so before fixed locations start appearing.
Long story short, I completely forgot to make sure I had every number declared as a float, because declaring something as an int zeroes it out (because ints can't handle decimal numbers).
I felt very smrt once I realized what was the blunder that was wrecking everything.
Possibly.. the "RM_XcomGameState_WorldRegion" UC script file will need a code revision since i am also stuck in Toronto (in every EasternUS missions) with LW2 City Locations parser & with permission, i *DO* use his booster code within my own qUIck_FLG mod.
