All you need to do would be to merge your one-handed and two-handed data (as you obviously need duplicates to make a lesser power that switches between the versions). Hope that helps.

TL:DR, in simple terms so I don't confuse anyone (myself included XD): adding a small armor rating to the robes wouldn't hurt, and having the choice on reducing cost or buffing damage would be amazing.
