Until either Creative fixes the bug themselves or redoes Ungrim's skill tree it probably won't require an update after any patch that rolls out. So please try having the mod enabled before requesting an update, you will probably be pleasantly surprised.
As for boosting Deathblow itself, that won't happen. This is designed to be a simple bug fix, not a boost or balance change which could cause compatibility issues with other mods, also Deathblow itself isn't something unique to Ungrim himself. All slayers also posses the trait, so buffing or making changes to it affects more than just Ungrim.
He isn't meant to have Deathblow, this mod fixes a different Dwarf, Ungrim Ironfist whom is a legendary lord of the Dwarf Faction, the Dwarf with the red mohawk and beard using a big 2 handed axe.

Would you mind taking a steam screenshot of Ungrim's skill tree when scrolled all the way to the right and uploading and linking it? Might help find what is giving you issues.
Deathblow shows up in the skill tree any and every time using this mod alone, new campaign or even an old one.
If it isn't then there with enable out of date ticked, then it would be a conflict somewhere else probably via a mod that is active that you could have missed.
So that is their meaning behind 'Providing his health is high enough'
