It's supposed to create a lot of jobs, so a town's population can more or less all work there. Ofc that means you'll either need a lot of unemployed people or only plop it a few buildings at a time - and because of how the RICO mod works they won't become abandoned even if you leave them complaining about workers.

But if you really wan't fewer workers, then check out the RICO settings panel . You can just make local settings that fit your needs. :)

This asset pack is great, but it creates way too many jobs and drains my city.
