However I CAN suggest a workaround. You don't necessarily need to give Workshop priority over TF, the files just need priority.
Which Usermod has innate priority in the directory.
What you can do is take the downloaded files and place them in the same location within Usermod. File paths HAVE to be exact with the exception of Usermod in place of "Workshop" or "TF".
Alternatively I have a Google Drive link for all the textures already set up to just drop in Usermod.
Though my addons specifically only reach up to Summer 2021 for paint fixes.
If they still show up painted black, then the addon was not installed properly. Which to do so you must when launching SFM you are first prompted to either launch Source Filmmaker or an SDK.
Select the SDK option, a small window will appear. Select the bottom most option to edit select filepaths. A checklist should appear. In a very literal sense, click and drag Workshop above TF and then click okay. Once done, simply just open SFM and it should work.
Otherwise the only other thing I can think of is possibly how you go about recoloring the cosmetics. Personally I use this paint script addon. It has its own instructions on how to use.

Or you can zero it onto him first, unlock, color, and then re-lock it onto him.
This applies to all cosmetics you attempt to paint unrelated to this addon.
You can fix it?
The bandanna facemask that is part of The Anger disappearing I do not know how to fix, although if another addon affects the hat, it may be worth checking there.

Doing this will give workshop priority over TF2.
Due to it being a texture override, you must give Workshop priority over TF in the SDK Search Path.
So next time you launch SFM, instead of Source Filmmaker, choose the second option, SDK and select Edit Search Paths on the bottom of the little menu that comes up.
Next will be a checklist. Click and drag Workshop above TF and hit Ok.
Once that's done, you should be free to do whatever on SFM with the working addon.
My solution is to shine a light of the proper color against it.
I will update this addon shortly to include it.
The file name is what you want for searching models in the model search.
