You can acquire the updated variation of it that is equippable by Demo, Engie, Medic, and Sniper in addition to the initial Soldier and Heavy (Plus the alternate style) by extracting files via GCFScape.
Requiring either the self-illumination property to be disabled or the default RGB values to be set to what you want. Manually in the .VMT file and semi-permanent.
This is the same for every cosmetic that specifically glows and is paintable. I cannot provide an addon that does this for you.
If you extract files from TF2 to SFM via GCFScape you will acquire ALL models up to date in TF2 let alone the two you are looking for.
Following that, assuming Workshop is given priority in the search path, this addon should automatically use more fixed textures over the defaults.

The models can be obtained from other SFM Workshop addons which may not result in the fix overriding the respective materials as those would also be coming from Workshop. Or they can be obtained by extracting files from TF2 to SFM via GCFScape as a sorta "Manual Update" which I know works.

Extract files from the current version of TF2 to SFM and you should gain access to the newer version that this addon fixes.
Also if I recall right, since it's a "new model" the original should also remain instead of being replaced.
Perhaps you may have an addon that applies changes to the character(s) and following these instructions puts such into affect?
Regardless, if this is an issue, you can transfer all the VTF files from this addon from to the respective location in Usermod which will give immediate priority. Or the Google download I slapped together will have it all ready to just drop into Usermod for the same affect.
However, "Majors_Mark" is what you will need to search for to spawn the cosmetic.
And then in the animation set editor, or the list of every element you've created in the session, drag the spy onto the cosmetic. This will tell the bones of the cosmetic to lock onto the respective bones of the spy.
Following this, you then just need to operate the slider marked "Zero", slide it to the right and the model should just simply shift onto the spy. If it appears deformed, there may be extra bones that will not lock, in that case you slide the "Default" slider.
Otherwise there MAY be another Workshop addon that has this.
The file name is "dec15_patriot_peak".
However, you can still obtain it AND everything that's in TF2 right now.

I generally refer to this video whenever I need to get ahold of the newer stuff added to TF2. Hopefully this helps obtain the models of which my addon here fixes the materials for.
Do keep in mind that most of these cosmetics will not appear in the "Add Team Fortress Cosmetic" option SFM has and will have to be spawned manually.
