Thanks man, I wish I could mod so bad, is it really that hard to wrap my head around a mod like this? someone has made this mod for the 1212 AD Overhaul and it works fine just like this once did

Can confirm. Unfortunately this mod doesn't work. Had to move an army into the same province to get the upgrade.

There are some very good mods in the workshop that reduce the food import tax penalty.
E.g. this one:

@HappyCompy Yes! I really liked how they did it there so I wanted it in Attila. It's so much better to finally see the AI having workshop upgrades on their units. And it helps on better planning your provinces. Even more so as you don't actually need to own an iron producing province in Attila to build smithies as you can also trade it.

@ADLER sorry to hear that. I just played a few turns myself for testing it without any issues. If you open it with the pack manager you'll see that I only touched the effect scope in the building_effects_juction_tables... odd indeed that this would cause such a game crash for you.

Doesn't corrupt the save game, I have to make a move, save, then it hangs... it hangs in different screens, at different times, it is very odd. It also takes some time to manifest, as in I play for a while fine, then it starts. I have to power off the machine kind of hangs. I mod myself, so wish I could be more specific in helping you track it, but it truely happened at different times. Most often at the end of auto combat. But like I said, soon as I turned the mod off... no problem. It is very odd.

This keeps locking my game, forcing me to restart. I have tried two new games, one as East Empire, another as Ethiopia. Both clean starts with no other mods... I get in a ways & then it just locks, I reload, it continues at different points. I unistall the mod... no problems.

The tricky thing is (from what little I know about modding) that I can't make it compatible without basicly releasing an altered version of their mod that you would need to use instead because of conflicting data. Maybe you just want to ask them if they can release a version with faction wide upgrades?

BTW I added the horse bonuses, good idea!
I didn't touch any horde buildings so far because I didn't think it was either logical or necessary. If you'd like that changend, let me know.

No, and somehow now it works on the same savegame file. I don't know what's the problem was, maybe you've done some changes to your mod recently.
And I think it will be rather good idea to add horse bonuses too.

@ #Leuname Can't do that. The game lets you only alter the area of building effects.

@MosesSliDeRs I don't think that they override the colum I changed. So it could be working already...
