Major bug fix regarding tiles not loading properly

Version 4 will have a bug fix which addresses the issue of the removal of luxury tiles, ruins, and natural wonders. At the moment it seems like a very, very easy fix but Modbuddy doesn't want to cooperate.

Chairman Meow is too sexy; I'm sure you should be able to play as him soon.

If this is a legitimate complaint, unfortunately I have no idea what may be causing the issue.
