The only way to patch would be to rebuild the route and replace the Stevens Pass assets, and publish a new route since the Route was published as final in 2016.
Totally agree regarding DTGs licensing. Makes it super-tough to maintain a build that lasts longer than a few years.
I'm still working on the main BSRR route and making updates.
Thanks again for your interest!
Best,
~SQK
Apologies for the delayed response. Happy New Year to you!
I tried removing the Stevens Pass assets and then publishing a special build for you but workshop continues to fail the upload.
I do wish DTG had a limit on localization for licensing since this was from 2016 as well as allow the Route to be installed.
Cheers!

All the QD rolling stock is from: Sherman Hill, NYNH, and Miami (for those gravel hoppers)
I discovered there is a short section of track between the Loading depot and the bridge that is supposed to be 15mph, but is set for 10mph, I fixed it in the scenario I was doing.
I have not checked to see if you have overlooked it in your main version of the route that you are still working on.
Well its about 1am, so I'm off to the scratcher.
I have all the stuff mentioned for "[What you will need for the base DLC]". I just purchased "The Holiday Express"
Further you mentioned using the Miami Hoppers for loading, but in your QD you are using the "UP" hoppers.
Still unable to load the Miami Hoppers, will try the "UP" versions.
Cheers!

8. Drag the loader and positoin on the track below the Massive Dump Truck, and rotate by holding the left mouse button ( or Rotate tool on bottom center of screen ) release button when positioned
9. Once you release the mouse button, a double headed arrow tool will appear, position this directly under the dump truck (this tool will snese when the Hopper Car is above the loading point and can be loaded)
10. Press the F2 Key to save
11. Hit the ARROW (PLAY BUTTON) on the Bottom Right
12. Press ESC key, QUITE, YES
13. Go to SETTINGS
14. TOOLS --> Clear Cache
15. TTS2017 will restart
16. Launch the THE BRANFORD STEAM RR SHORT LINE Quick Drive
17. Back your engine down and push one of the hoppers under the Dumptruck (and center with your Newly added loader) + Set the brake
18. Click the loader and hold. Loading animation will begin. Add Rinse Repeat for Each Hopper :)
* Please Message me if you run into Troubles
Cheers!

There is a Loader just below the track which requires Stevens Pass. Once a hopper is directly below the Dump Truck.
I added a visible loading station to the BSRR full route (since the Shortline is final and cannot be updated) and tested l9oading those Miami Gravfel Hoppers and it worked just fine. The Car must be directly iunfder the Dump truck and the brakes on the engine set ( eg. standstill vs. the slow moving consists at a crawl for quicker loading)
You can update your Route Copy of the BSRR Shortline if you wish, by going into the Editor.
From the TS2017 MAIN MENU
1. BUILD
2. (Route Tab) Scroll Down to THE BRANFORD STEAM RR SHORT LINE
3. Select EDIT
4. Now FLY-TO the Dumptruckloading area using the keyboard Arrow keys
5. Select the HOUSE (Object Tools) on the upper left
6. Select the SEMAPHORE (Track Infrastructure)
7. Type the "S" key, and then scroll down to StP CEMENT LOADER
Any help appreciated.
This Shortline is final and can now have scenarios while I continue working on the 56 mile BSRR NEC scenery.
There are lots of video of the actual shortline in action on YouTube:

My only bone is I feel much of the 10mph track could be made 20mph, until closer to the Quarry.
I would like to see it become "Final", so as to do a short scenario for the Workshop and play others scenarios.
One does not always like to {or have the time to} play on a long route.
Great potential for shunting.
Vote Up the BSRR Original Shortline route so it can become Final and we can start building some Scenarios.
Thanks!

Please let me know if you have any other feedback so I can release this Friday as FINAL :)
Thanks again!
Best,
