"Empire" is an English word. It derives from the Latin "imperium" which just means "command," "rule", or "power."
Likewise, "emperor" is also English, but derived from Latin "imperator" meaning simply "ruler/commander/person in power."
If we wanted to be anal/pedantic about it, the proper Greek-derived English word for "imperial" (in the sense of conquering new territory) would be "Hegemonic".
(A state that rules over other states is a "hegemon"--i.e. an "empire". An "emperor" in the sense of a society having one supreme leader would be an "avtokratos", or the modern English version, "autocrat.")

Not slaves, but not citizens; not hoplites, but not levies...The free, non-citizen Metoikoi are an important source of manpower for the Athenian army, and are capable light troops.

If I'm right the main differences between Athenai and its enemies were that they had better marines and also had a slightly better cavalry even if during the Peloponnesian War only the Thessalians were famed for their horsemanship... But I think you already did that.
What could be nice would be to differenciate the Hoplites (Picked, "normal", light) of Athenai by their "social" class rather than by their training. So for example the Thetes (Athens lower class citizens) would be the "Light Hoplites" of vanilla, the "Picked" being the Generals' bodyguards etc.
