i have no knowledge in creating npc's, but if you ever decide to make it yourself, i give permission to use my skins, i don't care about copyright related stuff in general.

depends on how much of the knowledge you already have. if not going in to too much detail:
1) make shure that a texture sheet you use has 1024x1024 or 2048x2048 scale
2) search for overlays and textures that'll fit your needs, i use my own scans.
3) then you just play with saturation, hue, blending and all the other tools you have in photoshop, till the point you think "looks great" or "what am i doing with my life".
