That's Real Vision ReShade [www.nexusmods.com]. The name should give away what it is.
So what's making "it look good" is a sharpen shader or whatevs.
ME 3 is a 5 year old game. Uncle Gunman's used its source textures. They're as good as it gets.
Think Uncle Gunman said he's using a ReShade from Nexus. Probably the effect of its Sharpen filter(?)
