There've been reports of the "Tactical Flyover" mod causing that, are you using it?
Though really, if you want mechs that look like mechs, get this mod. The rest is mostly crap, for instance the Xcom EW mechs and the EW heads are two separate mods and they don't match very well texture-wise and all the vanilla stuff is just plain puke obviously.
I generally only use this mod with maybe 1-2 EW mech parts thrown in on some, and I've got 6-8 mechs currently. A color swap is generally enough to make them look distinct but you can mix and match the arms and legs as well. No noticable problems at all with texture clipping or hollow boundaries showing between parts either from what I can tell.

Um. Dunno. I think it's been pretty constant from what I can recall, I look at it as the Workshop equivalent of cosmic background radiation. A perpetual hiss of static.
Wow, dude. SPARKs are added by the Shen's Last Gift DLC. There's no way round it, you need that DLC to use this mod.

How does it feel making money for the publisher's and developers, while you get nothing?
