there are zero valid reasons for removing armor stat customiser from the workshop (it was originally on the workshop, but he removed it and then uploaded it to nexus, which then deleted it from my game and broke all my saves)
i have been considering reuploading it to the workshop just to spite nexus and allow others to use it without needing to install extra programs and make accounts

I'm glad you like this item and good thing it seems to be working again.
What you're experiencing seems really odd because I'm pretty sure this utility item isn't supposed to be gated by tech or number of missions.
I'm glad I'm not the only one who enjoys playing turn-based combat with less but more favoured/heroic soldiers.
I've heard there's often cases where disabling mods (if you mean unselecting them at the initial mod menu) doesn't actually remove all their effects.
I forget where exactly but some mods in the workshop link to a page describing how to reset everything. It involves finding the folder full of config files and deleting them all and the game will recreate them fresh when you start the game again.
I'm glad people are finding this mod helpful.
Thanks for your comment and that's an interesting consideration. Maybe some day I can figure out how to add more of the same item into the game without making them infinite (like buying things in engineering).
Starting with at least 2 super shields doesn't sound unreasonable to me.
