If you have a version that has original terrain? terrain of places where highway and rail is placed are modified.

Ok, I found the problem. Network extensions mod was deactivated by default in-game.

I don't get any outside connection roads at all. I have all workshop items required.

Thought someone local would be happy! I've been doing west coast maps forever but nobody feels very special when i make a California based map. You should make some of your own with terrain.party if you haven't already!
