Found a way to change this myself: open the file "Wherever you installed civ6"\Base\Assets\Gameplay\ Data\Eras.xml
Close to the top of the file you'll find the basic values for each Era, and each Era has a value called WarmongerPoints="XX" (where XX is a number).
Tweak this as you see fit. (may break save)
@Theorden: I agree, it definitely doesn't make sense that civs will denounce civs that have done as you said instead of fear them, when they're at risk of being destroyed.
I apologize all as I had intended to follow up with more testing and an update this week, but at the last minute I was able to find a flight back home as I've been unable to return for the past few months. I'm currently quarantined as a precaution, but I believe this will only be for a few more days so I should be able to update the mod next week.

It makes absolutely no logical sense and it's one of the things that I hate about the newest civs. In the old civs, the AI's were programmed not to denounce or otherwise make much larger nations angry.

I'm truly sorry for not updating/fixing the mod in far too long of a time. Thank you all for your interest, and @cobber51 for the reminder.
I've been looking at the code and I see that the trait that was used before is still in the game, Gorgo still has it assigned by default. I've assigned this to all the GS leaders like it was to the others before, but I'm still testing to see how things are actually going after GS. I've tested launching with vanilla, with R&F only, and with GS, but haven't play-tested yet.
I'll report back with my testing results within the next couple of days, but please let me know which issues you're still facing with warmongering. I have a feeling that something might be going wrong with the trait the mod has been relying on, or maybe the grievances system isn't covered well by it for those playing with GS enabled.

Then, "faire trading bonuses" should be upgraded, as I remember conquering an ennemy of some of my weakest allies, taking much of their cities, giving them to my ally, as a big load of glod and ressources to let them heal from this war. A few turns after, no more alliance, or frienship possible, and finally getting denounced. Because 186 Warmongering Penalty, and for a 7 cities exchange, just getting a +5 Bonus in fair trading...
I mean, it should be like :
From start to early medieval era : Warmongering Penalty = 0%
From early medieval era to modern era : Warmongering Penalty = 50%
From modern era to info era : Warmongering Penalty = 100
and for the last era, as it's worldwide and everybody's connected to each other : Warmongering Penalty = 150% or 200%
@sergentzimm: That's odd. Is that throughout all the eras?
The only mods i'm using beside this one is CQUI and automated builders.
When i disabled AI+, i could use this mod though. I am guessing cause the AI+ is modififying AI traits....?
@Skeev: You can create a perpetual war mod if you want a tougher game (that sounds awful to me). Or play against humans. We all have our own ways to enjoy the game.
