make some so they say words like: checkpoint ahead, or something like that or just make it so we could add something to the board/edit

They are props, they appear in props menu which was added with Parklife or you can use Find It or More Beautification mod. Then you just plop them, like you would any other prop or tree.

May I add a suggestion? Portable Variable Message Sign Trailers. They could use the same thing as the animated billboards perhaps to work?
