According to the guys behind "XCom 2 International Voices Pack" there're 1700 lines per vanilla game voice.

@Galw1n Yeah, wow is that editor such a pain to use. Clicking and dragging lines to little tiny boxes to link wavs to cues. Oh and good luck figuring out which of the cues are used and which aren't. I ended up using a macro recorder to plug the cues into the sound banks for me it got so tedious.
